KCR - Miles to go before he sleeps Hyderabad: The measure of a man is what he does with power--Plato If a film runs successfully for 100 days in a theatre, it calls for a celebration. But for a political party, 100 days in office is no reason for any celebration.
One cannot and should not make any assessment of the governance of the ruling party based on its performance in its first 100 days, as it would be too premature.
However, a political party which came to power after a sustained people's struggle, this period can be a pointer and precursor to the performance of the government for the rest of its term.
If one takes a close look at the performance of the TRS government in the last 99 days, the performance is more than satisfactory. Unlike other States, the TRS came to power at a time when it had realized the dream of the people in Telangana region of having a separate State.
It has also inadvertently inherited both good and bad aspects of the successive governments that ruled the united Andhra Pradesh state till recently.
The TRS government, under the leadership of K Chandrasekhar Rao, has started implementing the election promises that the party made during the campaign.
As a fist initiative, the Chief Minister announced the waiver of farmers' loans up to Rs.1.00 Lakh. Agricultural loans on gold mortgage have also been included, much to the relief of the farming community in the State.
The state government has also decided to pay the pending dues to the farmers. The government has also released input subsidy to the farmers in all the Telangana districts. The loan waiver scheme, however, is yet to be implemented due to administrative reasons.
Another landmark decision of the TRS government is distribution of agriculture land to the landless poor especially those belong to the SC community.
The Chief Minister has decided to provide 3 acres of land to every Dalit family. Even the nomenclature of Social Welfare department has been changed to 'Scheduled Caste Development Department'.
The government, despite opposition from some quarters, has gone ahead and implemented the promise. As far as Telangana martyrs are concerned, each family of the martyrs has been promised Rs 10 lakh as financial assistance.
One member in each family of the martyr will get a government job and those dependent on agriculture will be provided with land. Children of the martyr will get free education and medical aid. These promises are expected to be grounded in the coming few days.
The State government has decided to withdraw all cases against all those who took part in the agitation to achieve Telangana. Similarly, as a token of gratitude to the Telangana employees who actively participated in the Telangana movement, the State government has now sanctioned special Telangana increment to all the Telangana government employees. It also promised to extend Central scales to the government employees.
It also decided not to transfer employees at least for two years from one post to other unless there is special and specific reason to do so. The government has decided to provide Gulf NRIs the Kerala type of package.
Several initiatives are being taken-up to safeguard the brand image of Hyderabad. Top priority has been given to maintain law and order for the safety of people in general, employees and women in particular. The Government is planning to make the entire Hyderabad as WIFI connected city. A special chasing cell in the Chief Ministers Office will be established.
The government will make all arrangements like provision of infrastructure facilities, land, water, power etc as required by the industry and the prospective industrialists need not run round through different offices for permission. Telangana State Industrial Infrastructure Corporation (TSIIC) will play key role in providing these facilities.
The Government has decided to provide 12 per cent reservations to Muslims. An amount of Rs 1,000 crore fund was allocated from the State's Budget for the Minorities Commission. Judicial powers are given to the Wakf Board.
It also decided to provide an amount of Rs 51, 000 as financial assistance to the Muslim bride at the time of marriage. The Telangana government is planning to include Valmiki, Boya communities in the category of STs. The state government has also decided to abolish road taxes on Autos.
In addition to this, the road tax on Tractors used for agricultural purposes is also abolished. There are many initiatives being launched by the Telangana State government. One would only wish that these initiatives will reap the benefits as desired by people in the State.
