Answer:
birbal took time from akbar to retrieve the ring..
Akbar moved on, Birbal lingered awhile,oicked a handful of fresh COWDUNG found nearby. took aim and threw it on the ring glitttering at the bottom of the well.
After a couple of months.There was a heavy downpour.The wells and tanks were filling up rapidly.
Birba requested akbar to accompany him a on a tour.He led him to the well where he had dropped his ring. Now the well had quite a lot of water.A piece of dried cowdung was floating on the water.
Birbal fished it out,broke it and retreived the king's ring which was safely embedded in the dried cowdung.
Birbal was placed the ring to his finger as an reward from the akbar.

Well, then i am guessing. instead of meat we could use fish to retrieve it. Throw some submergible fish food such as worms in water which are sure to hit the floor.
Once we did that fish in an attempt to eat them would likely to dive in, and swallow the ring. Now you fish those fish (using a hook or net) and then try to cut open the fish and you have fair chances that the fish might have swallowed it.
A quick thought. I wish the ring is made of an element of iron so that we can use a magnet.
One more way is to suspend a stick with a hook at the edge and pulll it out. for this you dont need to wait untill end of summer haa..haaa !!

one it rains and well filled with water people will start taking water from the well using buckets. Then ring will come out along with someone's bucket.

the way they used to retrieve diamonds in ancient India .... suspend a rope with a piece of meat at the edge and try to stick the ring to the meat and pull it back.
If it was a floatable ring(which i am guessing not) we can wait for the summer to end and rains to come for it float and suspend a bucket and retrieve it.
Am i even close ?
